29 Duties of warden and headmasters
The warden or headmaster of any institution shall be the advisor of the board thereof, and the chief executive officer in all matters affecting its internal management, and shall be responsible to the board for its proper discipline and teaching. He shall, except when the board otherwise determines, be entitled to be present at meetings of the board, but shall not be or become a member of the board.
