213 Confidentiality The Secretary must not disclose to any person, other than to the Therapeutic Treatment Board or to a person in connection with a court proceeding or to a person in connection with a review by VCAT— (a) the name of a person who gave information in confidence to the Secretary during the course of the investigation of the subject-matter of a report under section 185; or (b) any information that is likely to lead to the identification of a person referred to in paragraph (a)— without the written consent of the person referred to in paragraph (a) unless the Secretary believes on reasonable grounds that the disclosure is necessary to ensure provision of assistance or therapeutic treatment for the child.
