### 5 Responsibilities and powers of guardian > A person (including the Secretary) who has guardianship, or has been granted guardianship, of a child under this Act – > > > > (a) is the guardian of the child and administrator of the estate of the child to the exclusion of any person who does not have guardianship, or has not been granted guardianship, under this Act; and > > > > > (b) has the same rights, powers, duties, obligations and liabilities as a natural parent of the child would have.
