12 Applicant must be fit and proper person (1) An applicant who is an individual must satisfy the Regulatory Authority that the applicant is a fit and proper person to be involved in the provision of a children's service. (2) If the applicant is not an individual, the applicant must satisfy the Regulatory Authority that— (a) each person who will be a person with management or control of a children's service to be operated by the applicant is a fit and proper person to be involved in the provision of a children's service; and (b) the applicant is a fit and proper person to be involved in the provision of a children's service.
