703 Parties—court may join affected party (2) If the court is satisfied that it should make an order binding on or affecting someone who is not a party to the proceeding, the court may join the person as a party to the proceeding. (3) However, the court must give the person a reasonable opportunity to make representations to the court about why the order should not be made— (a) before making the order; or (b) if, because of the urgency of the case it is not possible to do so before making the order—not later than a reasonable time after making the order.
