This instrument is a Ministerial List made under s15(1) of the Charter of the United Nations Act 1945 that, on gazettal, adds one individual (Assad Ahmad Barakat, with listed aliases and addresses) and two entities to the Act’s schedule. The Minister for Foreign Affairs (Alexander Downer) issued it on 8 November 2004.

Listing invokes the Act’s UN-linked sanctioning framework (the List notes subreg 6(1) and UN Resolution 1373), creating legal limits on dealings with the named parties and compliance obligations for persons and institutions subject to the Act.
