Plain English Summary

1/10 complexity

This proclamation formally sets 9 August 2011 as the official date for the 2011 Australian Census.

Under the Census and Statistics Act 1905, the government must officially proclaim which day will be Census Day. This document does exactly that—it is the legal instrument that makes the census "official" and triggers the legal obligation for people in Australia to complete their census forms on that specific date.

Who it affects: Everyone present in Australia on 9 August 2011 (including citizens, permanent residents, and visitors) was legally required to complete a census form or face penalties.

Why it matters: Without this proclamation, the census could not legally proceed. It transforms the statistical survey into a compulsory legal obligation enforceable by law.
