Plain English Summary

3/10 complexity

This instrument permits air traffic controllers to clear Jetstar’s Boeing 787‑8s to perform land-and-hold-short operations (LAHSO), with pilots free to accept or decline. It’s narrowly targeted to those aircraft and temporarily relieves air traffic service providers from one Manual of Standards Part 172 requirement that would otherwise prevent offering LAHSO.

It gives controllers a legal safe harbour and adds operational flexibility at busy airports while leaving pilot discretion intact.
