Plain English Summary

2/10 complexity

This instrument granted Eastern Australia Airlines permission to operate 50-seat DHC-8-300 aircraft with fewer cabin attendants than normally required by aviation safety rules.

What it changed:

Crewing exemption: It exempted the airline from the standard rule (in Civil Aviation Order 20.16.3) requiring 1 cabin attendant per 36 passengers. Instead, the airline could use 1 attendant per 50 passengers — allowing a single attendant to staff a full 50-seat aircraft.
Operations covered: This applied to both regular scheduled flights (regular public transport) and charter flights using these specific aircraft.
Safety condition: The airline had to give CASA (the safety regulator) 14 days' written notice before changing any emergency procedures in its manual, specifically regarding aircraft exits or procedures for able-bodied passengers assisting in emergencies.

The instrument applied only to Eastern Australia Airlines (Aviation Reference Number 401654) for a fixed duration.
