This Act has been repealed and is no longer in force. It is retained for historical reference.
A temporary safety exemption allowed Proflex Pty Ltd to carry 16–18 passengers on two Kavanagh E-300 hot air balloons (VH‑AWE and VH‑HTB) without a cabin attendant, provided strict compensating measures ensured balance, passenger ability to hear the pilot, trained ground crew for larger loads, documented training, and compliance with applicable Civil Aviation Order safety rules.
The permission ran from February 2005 through January 2006.
