Plain English Summary

2/10 complexity

This instrument permits the Kavanagh B‑350 hot air balloon VH‑AKH, operated by Balloon Aloft Australia Pty Ltd, to carry 16–24 passengers without a cabin attendant — overriding the usual rule that requires an attendant for more than 15 passengers.

The exemption is conditional on safety measures: a 24‑person cap, balanced passenger weight, pilot audible to all, two trained ground crew (one at each basket end) with training recorded in the operator’s manual, and adherence to Civil Aviation Order 20.16.3 except for the cabin‑attendant paragraphs.
