Plain English Summary

2/10 complexity

This determination gives Qantas Airways specific permission to calculate minimum safe flying heights using two alternative database-driven methods, rather than the standard regulatory approach.

What it does Normally, airlines must follow prescribed methods to calculate the lowest safe altitude (the minimum height they can fly to clear terrain and obstacles safely). This instrument authorises Qantas Airways Limited (Aviation Reference Number 216147) to use either:

Jeppesen Grid Minimum Off Route (MORA) – a pre-calculated grid system from commercial navigation charts, or
Digital Terrain method – a computer-based system using digital elevation data

Who it affects Only Qantas Airways. The permission does not extend to other airlines or operators.

Why it matters It provides operational flexibility for flight planning, allowing Qantas to use modern, automated terrain clearance calculations instead of traditional manual methods. The permission was time-limited, operating from August 2014 to July 2017.
