37 When certificate may be issued The scheme's trust deed must specify that the trustees may issue a certificate to a builder: (a) only in relation to residential building work to be carried out by the builder within a declared consumer protection area; and (b) only if the builder has paid the full contribution required by the trustees under the trust deed as mentioned in regulation 35.
