Plain English Summary

1/10 complexity

This is a formal commencement proclamation — essentially an official "start date" notice for new workplace relations rules affecting Australia's building and construction industry.

What it does:

Fixes 1 June 2012 as the day when Schedule 1 of the Building and Construction Industry Improvement Amendment (Transition to Fair Work) Act 2012 begins.
This "switches on" the legal changes that moved the building industry from the old Australian Building and Construction Commissioner (ABCC) system to the general Fair Work workplace laws.

Who it affects:

Employers, employees, and contractors in the building and construction industry.
Government agencies administering workplace relations laws.

This document itself doesn't create new substantive rules — it simply tells everyone when the new rules in the parent Act take effect.
