137 Decisions of Appeals Board (1) In addition to any other power conferred on the Appeals Board by or under this Act in relation to an appeal, referral or application, the Board may make any decision or take any action that the person making the original decision could have made or taken in relation to the matter. (2) In determining an appeal, referral or application, the Appeals Board is not bound by a previous determination of the Board.
