41 Emergency declarations—deciding emergency measures In deciding the emergency measures to include in an emergency declaration, the Minister must— (a) ensure that an emergency measure is no more onerous than the Minister considers necessary, taking into account the nature of the biosecurity emergency; and (b) consider— (i) the purposes mentioned in section 38 (3); and (ii) any other matter the Minister considers relevant.
