20 Duty to manage biosecurity risk A duty imposed on a person to take all reasonable steps to manage a biosecurity risk is a duty— (a) to take all reasonable steps to prevent or eliminate the risk; and (b) if it is not reasonably practicable to prevent or eliminate the risk, to take all reasonable steps to minimise the risk.
