250  Direction requiring vessel to be moored, or not to be moored, at specified port—management of human health risks  (1) Subject to subsections (2) and (3), a chief human biosecurity officer or a human biosecurity officer may give the person in charge or the operator of a vessel that intends to be moored at a port in Australian territory:  (a) a direction requiring the vessel to be moored at a specified port in Australian territory; or  (b) a direction requiring the vessel not to be moored at one or more specified ports in Australian territory. Note: The person in charge or the operator of the vessel may commit an offence or contravene a civil penalty provision for failing to comply with a direction given under this subsection (see section 251).  (2) A direction may be given under paragraph (1)(a) or (b) only if a chief human biosecurity officer or a human biosecurity officer is satisfied, on reasonable grounds, that the direction is necessary to manage human health risks associated with the vessel or any person or thing on board the vessel.  (3) A direction must not be given under paragraph (1)(b) requiring the vessel not to be moored at any port in Australian territory.  (4) A chief human biosecurity officer or a human biosecurity officer must revoke a direction given under paragraph (1)(b) if the officer is satisfied that the direction is no longer necessary to manage human health risks associated with the vessel or any person or thing on board the vessel.  (5) Subsection (4) does not, by implication, limit the power of a chief human biosecurity officer or a human biosecurity officer to revoke a direction given under paragraph (1)(b).
