25  Application of this Act in relation to pests that are quarantine risks or invasive pests  (1) This Act applies in relation to a pest (subject to subsection (2)) only if:  (a) the pest is capable of:  (i) infesting humans, animals or plants; or  (ii) acting as a vector for a disease; or  (iii) causing disease in any other way; or  (b) the pest is an invasive pest. Note: For the application of this Act in relation to invasive pests, see section 26.  (2) The following provisions of this Act apply only in relation to a pest that is referred to in paragraph (1)(a):  (a) Division 3A of Part 2 of Chapter 4 (entry requirements: persons entering Australian territory on board conveyances);  (b) Part 1 of Chapter 8 (biosecurity emergencies).
