Plain English Summary

1/10 complexity

This World War I emergency law authorised a £100,000 cash gift from Australia to Belgium.

The basics:

Who pays: The Australian Government (from the Consolidated Revenue Fund—the national treasury)
Who receives: The Government of Belgium
Why: Belgium was invaded by Germany in August 1914; this was Australia's financial aid to help our wartime ally

What makes it simple: This is a 'one and done' spending approval. There are no conditions on how Belgium spends the money, no repayment terms, and no ongoing obligations. Once the Treasurer hands over the cheque, the Act has done its job.
