#### 12 Effect of regulations on earlier Commonwealth Acts and on State and Territory laws The regulations have effect despite: (a) an Act enacted before the commencement of this section; or (b) an instrument made under such an Act (including such an instrument made at or after that commencement); or (c) a law of a State or Territory; or (d) an instrument made under such a law.
