16 Amount payable to the Commonwealth is a debt
(1) An amount payable by a State to the Commonwealth under this Act, or under a Part 2 agreement, is a debt due by the State to the Commonwealth. (2) An amount payable by an ATC authority to the Commonwealth under this Act, or under a Part 2 agreement, is a debt due by the ATC authority to the Commonwealth.
