21 Competitor appears likely to fail to comply (1) Subregulation (2) applies if: (a) the Agency has asked a competitor for a sample under regulation 17; and (b) it appears to the Agency that the competitor is likely to fail to comply with the request; and (c) it appears to the Agency that a sporting administration body should be given the opportunity to try to persuade the competitor to comply with the request. (2) The Agency may tell the sporting administration body that the competitor appears to be likely to fail to comply with the request.
