16 Accountable:

The APS is open and accountable to the Australian community under the law and within the framework of Ministerial responsibility

Having regard to an individual’s duties and responsibilities, upholding the APS Value in subsection 10(4) of the Act requires the following: (a) being answerable to Ministers for the exercise of delegated authority, and, through them, to Parliament; (b) being open to scrutiny and being transparent in decision making; (c) being able to demonstrate that actions and decisions have been made with appropriate consideration; (d) being able to explain actions and decisions to the people affected by them; (e) being accountable for actions and decisions through statutory and administrative reporting systems; (f) being able to demonstrate clearly that resources have been used efficiently, effectively, economically and ethically; (g) being answerable for individual performance.
