What it does
This Schedule of charges sets out four discrete, itemised charges for the provision, during the 2018-19 financial year, of specified statistical information to two central agencies. The schedule lists: (1) a charge of $283,788 for provision to the Australian Bureau of Statistics, ABS, of the statistical information specified in Attachment 1; (2) a charge of $68,276 for provision to the Reserve Bank of Australia, RBA, of the statistical information specified in Attachment 2; (3) a charge of $15,529 for provision to the ABS of the statistical information (EFS) in Attachment 3; and (4) a charge of $28,840 for provision to the RBA of the statistical information (EFS) in Attachment 4 (Schedule: Columns 1 and 2). Each of the four entries records the person required to pay the charge as either the ABS or the RBA (Schedule: Column 3) and fixes the payment timing as 28 days after receipt of APRA’s invoice for the charge (Schedule: Column 4).
Mechanically, the schedule performs three functions. First, it identifies the recipient agency for data (ABS or RBA) and ties that recipient to a monetary charge. Second, it specifies the set of datasets or reporting forms that are the subject of the charge by reference to four attachments listing FORM_CDE and FORM_NAME codes (Attachments 1 to 4). Third, it prescribes the payment process trigger and timing by referring to "APRA’s invoice" and setting a 28‑day payment window (Schedule: Column 4). The schedule does not itself include an explicit mechanism for enforcement, penalties for late payment, or a definition of the currency symbol shown as "$"; the only express enforcement-related instruction is the 28‑day payment timing following receipt of APRA’s invoice (Schedule: Column 4).
The attachments list the specific statistical returns by form code and name. Attachment 1 enumerates numerous ARF, GRF, RRF and SRF forms provided to the ABS; Attachment 2 lists ARF, RRF and WRF forms provided to the RBA (presented as an HTML table in the source); Attachments 3 and 4 list a set of EFS form codes ARS 720.0 to ARS 720.7 for the ABS and the RBA respectively. The schedule therefore ties a monetary charge to a defined bundle of reporting outputs for the 2018-19 year, and it makes APRA the invoicing authority for collection of the charge.
