What it does
This schedule sets out five discrete cost-recovery charges for services provided in the 2023-24 financial year, stating the service description, the monetary amount to be recovered, the person required to pay, and the payment timing. The instrument lists the services as: (1) the provision of specified statistical information to the Australian Bureau of Statistics (ABS) during 2023-24 (amount $292,098); (2) the provision of specified statistical information to the Reserve Bank of Australia (RBA) during 2023-24 (amount $495,217); (3) the development cost of the EFS collection system to be recovered from the ABS for 2023-24 (amount $45,521); (4) the development cost of the EFS collection system to be recovered from the RBA for 2023-24 (amount $57,936); and (5) the maintenance and support costs of the data sharing APIs used by the RBA during 2023-24 (amount $120,720). Each of those five lines also states that payment is due "28 days after receipt of APRA’s invoice for the charge."
The schedule includes two attachments which enumerate the specific statistical forms that are to be provided to each recipient in 2023-24. Attachment 1 lists the forms provided to the ABS (a mixture of ARF and SRF form codes and names). Attachment 2 lists the forms provided to the RBA (a partly overlapping but not identical list of ARF form codes). The schedule thereby identifies both the services (provision of named statistical returns and development/maintenance tasks) and the recoverable amounts to be invoiced by APRA to the ABS and RBA respectively.
The five recoveries sum to $1,011,492 for 2023-24. The person required to pay for each line is explicitly stated in the schedule (ABS for the first and third items; RBA for the second, fourth and fifth items). The timing of all payments is identical: 28 days after receipt of APRA’s invoice. The instrument therefore effects an inter-agency cost allocation for specific statistical and IT-development/maintenance services in a single financial year, documented by the schedule and the two attachments listing the statistical forms.
