What it does
This instrument is an APRA delegate determination that identifies specified APRA reporting documents, and specified parts of other APRA reporting documents, as not containing confidential information for the purpose of publication under the Australian Prudential Regulation Authority Act 1998. The delegate is Helen Rowell, acting under paragraph 57(2)(b) of the APRA Act. The determination commences on registration on the Federal Register of Legislative Instruments and is dated 15 May 2015.
Mechanically, the determination does three things:
-
It names, in Part 1 of the Schedule, a set of whole reporting documents (reporting forms) that are captured by the determination. Those are certain current Reporting Standards (for example SRS 320.1 Statement of Financial Position; SRS 330.0, SRS 330.1 and SRS 330.2 Statement(s) of Financial Performance; SRS 600.0 Profile and structure (RSE licensee); SRS 610.0, 610.1, 610.2 membership profile standards) and a set of superseded Reporting Standards (SRS 100.0, SRS 110.0, SRS 110.1, SRS 210.1, SRS 260.0 as listed in the Schedule). The instrument states it applies "where a period of at least 14 days has elapsed from the date the RSE licensee was required to provide the information specified in the relevant reporting standard."
-
It lists, in Part 2 of the Schedule, specified parts (line items, fields and tables) of particular reporting forms that are non-confidential after the same 14-day period. Those parts are granular: examples include SRF 160.0 and 160.1 defined benefit matters and member flows, SRF 320.0 Statement of Financial Position line items (total receivables, investments, borrowings, derivative assets/liabilities, total assets, total liabilities, net assets available for members’ benefits and particular sub-lines such as defined benefit members’ benefits), SRF 530.0/530.1/531.0/533.0 investment holdings and flows, SRF 540.0 fees paid and activity fees, SRF 520.0 responsible persons information (existing and new director/executive/senior manager employment information; auditor and actuary changes), SRF 601.0 profile and structure items (in-house assets, value of assets held in respect of standard employer-sponsored business, names and ABNs of standard employer-sponsors, MySuper products, number of investment options, PST investor information), and others explicitly listed in the Schedule table.
