26 Additional information and documents—activity of constructing an NNP facility in a designated zone
(1) This section applies to an application for a licence to authorise a facility activity of constructing an NNP facility (the proposed NNP facility) in a designated zone.
Safety case report (construction)
(2) A safety case report for the construction of the proposed NNP facility that demonstrates the suitability of the construction for the life of the facility and the regulated activities intended to be conducted at the facility is required.
Site evaluation
(a) an evaluation of the suitability of the site for constructing the proposed NNP facility;
(b) information and documents that:
(i) describe and document the site works undertaken to enable the construction of the facility; and
(ii) document that those works are now complete.
Environmental protection requirements
(4) If the applicant believes that no requirements of the kind mentioned in paragraphs 16(h) to (k) (environmental protection requirements under Commonwealth, State or Territory law) would apply to the conduct of the activity, details of the grounds for that belief are required.
Design of the proposed NNP facility (construction)
(5) A design of the proposed NNP facility is required that:
(a) ensures nuclear safety of the facility and its proposed operation; and
(b) supports the safety case report’s demonstration that the construction is suitable for the life of the facility and the regulated activities intended to be conducted at the facility; and
(c) complies with subsection (6).
(6) The design must include information and documents addressing the functional safety requirements of:
(a) any material activity intended to be conducted at the facility; and
(b) any naval nuclear propulsion plant in the facility that is not on a UK/US submarine; and
(c) any such plant’s interaction with:
(i) the facility; or
(ii) any material activity mentioned in paragraph (a);
including the control of reactivity, the removal of residual heat (cooling) and containment.
Construction plan
(7) Information and documents that describe and document the proposed construction plan for the proposed NNP facility are required.
Note: The licence, if issued, would be subject to conditions that the licence holder conduct the activity in accordance with the plan and that the plan is implemented, maintained, audited and reviewed: see sections 68 and 80.
