36 Procedure at meetings
(1) The Chairperson is to preside at all meetings at which he or she is present. (2) If the Chairperson is not present at a meeting but the Deputy Chairperson is present, the Deputy Chairperson is to preside. (3) At a meeting, 4 members constitute a quorum. (4) At a meeting, all questions are to be decided by a majority of votes of the members present and voting. (5) For the purpose of subsection (4), the majority of votes must consist of at least 4 members.
