The Commission may make and carry out an arrangement with any person: (a) for the carriage of passengers and goods between: (i) prescribed places; or (ii) a place in Australia and a place outside Australia; and (b) under which the passengers and goods are to be carried partly by the Commission (whether by rail or otherwise) and partly by the other person.
