What it does
The Australian National Audit Office Auditing Standards 2024 is a legislative instrument made by the Auditor-General under section 24 of the Auditor-General Act 1997. It replaces all previous auditing standards set under that section. The instrument sets out the professional standards that must be complied with by persons performing audits and reviews under specified divisions of the Auditor-General Act and under section 49 of the Public Governance, Performance and Accountability Act 2013 (the PGPA Act). The covered functions include annual financial statement audits under Division 1 of Part 4 of the Act, annual performance statement audits under Division 1A, performance audits under Division 2, assurance reviews under Division 2A, audits of the ANAO itself under Division 2 of Part 7, and the audit of the annual consolidated financial statements of the Australian Government under section 49 of the PGPA Act.
The instrument operates by incorporating by reference standards issued by the Australian Auditing and Assurance Standards Board (AUASB) under its statutory powers, as well as selected reporting requirements from International Standards of Supreme Audit Institutions (ISSAI) issued by the International Organisation of Supreme Audit Institutions (INTOSAI). For most audit functions, the ANAO Auditing Standards consist of two categories: first, standards made by the AUASB under paragraph 227B(1)(a) of the ASIC Act and section 336 of the Corporations Act 2001 that are current from time to time, and second, a specific table of seven AUASB standards covering assurance engagements, compliance engagements, reviews, agreed-upon procedures, and special considerations for financial statements. For performance audits, the instrument adopts Standard on Assurance Engagements ASAE 3500 Performance Engagements issued September 2022, with three significant modifications: the substitution of ‘economy, efficiency, effectiveness and/or ethics’ for the original wording, and express exclusion of paragraphs 33, 34 and 45 relating to internal controls, non-compliance procedures and assurance report content. Additionally, certain reporting requirements from ISSAI 3000 are applied. The instrument also permits the Auditor-General or the Independent Auditor of the ANAO to elect to conduct a performance audit wholly or partly as a compliance engagement, in which case ASAE 3100 Compliance Engagements (with modifications) and reporting requirements from ISSAI 4000 apply.
