What this does

This specification sets a hard deadline of 1 January 2017 for school governing bodies (called "approved authorities") to have two specific planning documents in place:

A school improvement framework – the overall system or approach a school uses to boost student outcomes
A school improvement plan – specific, actionable plans for individual schools

Who it affects

This applies to "approved authorities" – these are the organisations legally responsible for running schools that receive Commonwealth funding (such as state education departments, Catholic diocesan offices, or independent school boards).

Why it matters

This instrument forms part of the transition from old school funding laws to the Australian Education Act 2013. It ensures that by 2017, all federally funded schools had moved to the new national requirements for planning and accountability, rather than operating under previous state-based or transitional arrangements.
