5 Extended geographic application of this Act
(1) This Act extends to every external Territory. (2) Subject to subsection (3), this Act applies both within and outside Australia. (3) The Council may only perform its functions or exercise its powers outside Australia if it does so for the benefit of Australia or Australians.
