Plain English Summary

1/10 complexity

What this is: This is a formal commencement proclamation — the legal instrument that switches on specific sections of the AusLink (National Land Transport) Act 2005.

What it does: It officially sets 28 July 2005 as the date when Parts 3, 4, 5, 6, 7 and 8 of the Act come into force (become legally active and enforceable).

Why it matters: Laws are often passed by Parliament in one piece, but different sections start at different times. This document activates the main operational Parts of the national land transport legislation — covering funding, planning, and project approval rules — on a specific date set by the Governor-General. Before this date, those Parts were dormant; after this date, they were legally binding.

Key detail: The proclamation was signed by Governor-General Michael Jeffery on 21 July 2005, giving one week's notice before the rules took effect.
