Authorises the Treasurer to withdraw £130,570 from the Consolidated Revenue Fund and appropriates that sum for specified additions, new works and buildings for the year ending 30 June 1931. The Act sets out department‑level and territory capital projects with their allocated sums and records that the Commonwealth will meet two‑thirds of the Canberra–Goulburn road reconstruction cost (New South Wales one‑third). Taxpayers ultimately fund the payment, Parliament fixes the amounts, and departments (and the Department of Works where noted) implement the projects.
