What this Bill does, simply

This Bill authorises the Treasurer to pay an extra $5,407,000 out of the State's consolidated fund for the Legislative Assembly and parliamentary service for the 2024–2025 financial year (see s 2(1)).
The money is a "supplementary appropriation" — it covers unforeseen expenditure not already authorised in the main budget for that year (see title and s 2).
Schedule 1 shows how the $5,407,000 is to be applied: the whole amount is for "departmental services" (i.e. the ordinary operating costs of the parliamentary service); the entries for "equity adjustment" and "administered items" are nil.

Key mechanics (how it works)

Who pays: the payment comes from the consolidated fund (the State's main bank account) (s 2(1)).
Who decides: the Treasurer is authorised to make the payment (s 2(1)).
How the appropriation is allocated: subsection 2(2) and Schedule 1 allocate the $5,407,000 to departmental services for the Legislative Assembly and parliamentary service.
Definitions used in the Bill adopt meanings from the Financial Accountability Act 2009 unless this Bill provides a contrary intention (note after s 1).

Why this matters (stated purpose and practical effects)

The stated purpose is to provide additional funds to meet unforeseen parliamentary service costs in 2024–25. That is an administrative fix to allow payments to be lawfully made that were not covered in the original appropriation.
