What it does
The Appropriation (Office of the Legislative Assembly) Act 2026-2027 authorises specified amounts for expenditure connected with the ACT Legislative Assembly and certain officers for the financial year beginning on 1 July 2026. Its operative provisions allocate money to four recipients: the auditor-general, the electoral commissioner, the integrity commissioner, and the Office of the Legislative Assembly. The total of the four appropriations is $48.395 million.
The allocations are divided by expenditure type. The Act appropriates $30.616 million for net controlled recurrent payments, $3.081 million for capital injection, and $14.698 million for payments made by the Office of the Legislative Assembly on behalf of the Territory. These figures are the amounts stated in ss 6 to 9 and their tables.
The Act’s main legal effect is to provide authority for payments within those stated categories and for the relevant financial year. The text does not say that the full appropriated amounts must be spent, nor does it establish that the money has been spent. It also does not set out program-level budgets, project descriptions, performance targets, or the detailed rules governing expenditure and financial reporting. Section 5 adopts meanings from the Financial Management Act 1996, while ss 3 and 7(2), 9(2) also refer to provisions of that Act and the Self-Government Act. The text supplied does not reproduce those referenced provisions, so their detailed operation cannot be established from this Act alone.
The Act is taken to have commenced on 1 July 2026 (s 2), despite the endnote recording notification on 2 October 2026. Its stated purpose is to operate for the financial year beginning on 1 July 2026.
