What it does
The Appropriation (Capital 2025-26) Act 2025 grants supply and appropriates an identified sum from the Consolidated Account for capital purposes for the financial year beginning 1 July 2025 and ending 30 June 2026. Mechanically, the Act does three things. First, it gives the Act a short title: Appropriation (Capital 2025-26) Act 2025 (s 1). Second, it fixes commencement timing: sections 1 and 2 operate on the day the Act receives Royal Assent, and the remainder of the Act operates the following day (s 2). Third, it authorises the issue and application of $7,982,267,000 from the Consolidated Account as supply for the specified year (s 3(1)), and it expressly states that this sum is additional to supply previously granted by the Appropriation (Recurrent 2025-26) Act 2025 (s 3(2)). Finally, the Act appropriates that money for the capital purposes listed in Schedule 1 and as detailed in the Agency Information in Support of the Estimates for the year (s 4).
The appropriation is presented as a single consolidated total and then broken down by Schedule 1 into line items for Parliament, government administration, financial administration (including Treasury-administered entities), jobs and economic development, health, education and training, community safety, community services, transport and major infrastructure, environment, and planning and land use. The Schedule lists 159 numbered items and a grand total equal to the sum authorised in s 3(1). Some line items are labelled as administered by Treasury and Finance; others are direct agency items. The Act contains no additional operational rules about release mechanics, timetables beyond the financial year, reallocation, or conditions beyond the statement that the appropriation is for the capital purposes in Schedule 1 and the Agency Information in Support of the Estimates (s 4).
