What it does
The Appropriation Act 2026-2027 authorises amounts of public money for the purposes and entities specified in its Schedule 1 for the financial year beginning on 1 July 2026. Section 6(1) appropriates three categories of money to each listed territory entity: net controlled recurrent payments, capital injections, and payments made on behalf of the Territory. The schedule assigns different amounts to those categories; an entity’s total is not necessarily all available for the same kind of payment.
The Act states a total appropriation of $9,461,190,000. Of that amount, $5,692,835,000 is for net controlled recurrent payments, $2,585,458,000 is for capital injections, and $1,091,440,000 is for payments on behalf of the Territory. The capital-injection total includes $272,461,000 appropriated to the capital works reserve under s 6(3). Separately, $91,457,000 is appropriated to the Treasurer’s advance under s 6(2). The total appropriated to the listed territory entities is $9,097,272,000.
The Act also classifies some appropriations for the purposes of other legislation. Section 7 says most capital-injection appropriations are for, or partly for, the net cost of purchasing or developing assets and reducing liabilities. Section 8 applies the Financial Management Act 1996 (FMA), s 17, to most Schedule 1 appropriations, subject to stated exceptions. Section 9 applies FMA, s 17A, to the Justice and Community Safety Directorate’s column 4 amount. Section 10 identifies the Superannuation Provision Account’s column 3 appropriation as being for superannuation.
The Act’s stated purposes are to meet provisions of the Self-Government Act and the FMA. The supplied text identifies those provisions but does not reproduce their full requirements.
