83 Commissioner must evaluate complaint
(1) The Commissioner must evaluate a complaint:
(a) if requested under section 81(3); or
(b) if requested by the Minister; or
(c) if the Commissioner considers evaluation of the complaint is
appropriate.
(2) The Commissioner may conduct the evaluation in any way the
