60 Who may complain
Subject to this Act, the following may make a complaint to the
Commissioner:
(a) a person aggrieved by prohibited conduct;
(b) a person, authorised in writing by the Commissioner, on behalf
of a person referred to in paragraph (a);
(c) an organisation or body (whether or not incorporated), in
relation to systemic discrimination.
