Airworthiness Directives 2004 - Revocation and Remaking - Bell Helicopter Textron 47 (All Variants) Series Helicopters

Three core legal-technical concepts appear in the document: revocation, remaking as separate instruments, and the catalogue of specific ADs for the Bell 47 series.

Revocation and remaking: The instrument expressly revokes the ADs mentioned in Schedule 1 and remakes each as a separate instrument (opening paragraph, items (a) and (b)). Revocation here is not the abolition of safety requirements; rather, it is a statutory reissue mechanism. The Note clarifies that each attached AD is re‑made in exactly the same form as the latest published edition, indicating the remaking is intended to preserve the operative content while changing the legal form or citation method.

Separate instruments: The instrument’s second step creates each AD as an independent instrument. That change is procedural and will affect how each AD is cited, located, and potentially amended in future. The Schedule lists ADs by AD number and title; many entries include amendment numbers (for example, "AD/BELL 47/61 Amdt 23") which are identifiers of prior amendments. Making separate instruments typically means each AD will stand alone with its own instrument metadata (date, AD number, amendment notation and attached text).

Catalogue of ADs and subject headings: Schedule 1 lists a long series of ADs covering a range of topics relevant to the Bell 47 series: retirement lives of critical components (for example, "Retirement Life - Critical Components AD/BELL 47/61 Amdt 23"), inspections and life limitations ("Tail Rotor Pitch Change Bearings - Inspection and Life Limitations AD/BELL 47/17 Amdt 1"), modifications ("Stewart Warner 439212 Fuel Quantity Gauge Unit - Modification or AD/BELL 47/34"), replacements and part‑specific directives ("Rotor Counterweight Bracket P/N 47-110-287-9 - Life Limitation - AD/BELL 47/27"), and advisories about counterfeit/bogus parts ("Bogus Parts - Main Rotor Grip P/N 47-120-252-11 AD/BELL 47/94", "Bogus Main Rotor Blades AD/BELL 47/95"). The titles therefore indicate the types of technical requirements that the remade ADs will contain: inspections, life limits, mandatory replacements, retrofits/modifications, and anti‑counterfeit directives.

Supersession and cancellation annotations: Many Schedule entries are marked "CANCELLED" or "CANCELLED - Superseded by AD/BELL 47/86". Those annotations indicate that certain prior ADs have been superseded by later ADs (notably AD/BELL 47/86 and its amendments) or cancelled entirely. The instrument nonetheless lists those cancelled or superseded ADs in the Schedule as being revoked and remade, which implies the attached remade ADs will reflect their latest published state, including any cancellation or supersession status.

Legal authority: The only statutory source cited is subregulation 39.001(1) of the Civil Aviation Safety Regulations 1998, which is the statutory basis for the delegate’s action. The instrument records the delegate's identity and date of signing.

In short, the main concepts are a procedural reissuance of a set of ADs affecting Bell 47 helicopters, the preservation of their substantive content as per latest published editions, and the reclassification of those ADs as separate instruments. The Schedule’s annotations provide a map of which technical topics are covered and which ADs have been cancelled or superseded prior to remaking.

The primary affected parties are operators, owners, maintenance organisations, and maintenance personnel responsible for Bell Helicopter Textron 47 (all variants) series helicopters. The instrument’s Schedule names specific ADs that impose maintenance, inspection, retirement life, replacement and modification requirements; these obligations typically fall on registered owners/operators and certificated maintenance entities. The instrument itself does not recite the operational obligations in full, but the titles in Schedule 1 indicate the kinds of actions that will be required by the remade ADs,for example, "Tail Rotor Pitch Change Bearings - Inspection and Life Limitations" and "Main Rotor Hub Core P/N 47-120-117-1 AD/BELL 47/72 Amdt 2" (Schedule 1).

Who pays: Costs of complying with an AD generally fall to the aircraft owner or operator: implementing inspections, parts replacements, life‑limit removals and modifications will require labour, parts and possible aircraft downtime. The instrument does not allocate costs or provide funding; it reissues the ADs in the same form as the latest published editions (Note), so any financial burden arising from those operative requirements remains with the parties who must comply.

Who decides: The immediate legal decision to revoke and remake the ADs is recorded as taken by David Alan Villiers, delegate of the Civil Aviation Safety Authority, acting under subregulation 39.001(1) (opening paragraph). The ADs themselves, once remade as separate instruments and attached, become enforceable directions that those responsible for the aircraft must follow. The instrument’s procedural step changes where and how those ADs are recorded and accessed (separate instruments rather than embedded in a prior consolidated instrument).

Supply chain and parts providers: The Schedule includes items concerning parts and “bogus parts” (for example, AD/BELL 47/94-96 relating to bogus parts and bogus main rotor blades). That widens the affected set to suppliers, parts brokers and overhaul organisations who supply components for Bell 47 series helicopters, because the remade ADs addressing counterfeit or unapproved parts will affect supply acceptance, traceability checks and part replacement decisions.

Maintenance record‑keepers and compliance officers: Organisations responsible for continuing airworthiness records must track the remade ADs as separate instruments. The Note states that each attached AD is re‑made in exactly the same form as the latest published edition; nonetheless, practical compliance requires locating and applying the attached instruments to particular aircraft serial numbers, variant differences and amendment levels specified in the ADs.

Regulators and inspectors: CASA (through its delegates) and any authorised inspectors will use the re‑made separate ADs as the operative instruments for oversight, audits and enforcement. The instrument records the delegate’s action and provides a clear list (Schedule 1) for auditors to verify which ADs apply to Bell 47 helicopters in their current remade form.

In short, those who operate, maintain, supply parts for, or regulate Bell 47 series helicopters will be the parties whose compliance, costs and recordkeeping are directly affected. The instrument creates separate, attached AD instruments that those parties must locate and follow.

The instrument itself performs procedural actions (revocation and remaking); it does not set out operative maintenance duties in detail. However, it explicitly remakes a specified set of ADs "in exactly the same form as appears in the latest published edition of the Directive" (Note). Therefore, the operative duties and rights that affect stakeholders are contained in the remade ADs attached as separate instruments. Those ADs, as identified by title and AD number in Schedule 1, indicate the nature of the duties likely required: inspections, life limits, replacements, modifications, retirements of critical components, and actions concerning counterfeit parts.

Indicative duties (as shown by Schedule 1 headings):

• Inspections and life limitations: Several ADs reference inspection regimes and life limits (for example, "Tail Rotor Pitch Change Bearings - Inspection and Life Limitations AD/BELL 47/17 Amdt 1"; "Duplex Pitch Change Bearing - Inspection and Retirement AD/BELL 47/65"; "Main Rotor Gimbal Rings - Retirement Life AD/BELL 47/78"). The remade ADs will specify the inspection intervals, retirement lives, and criteria for removal or overhaul.
• Mandatory replacements and part‑specific directives: Entries such as "Engine Mount Strut Rod Ends - Replacement AD/BELL 47/85" and "Tail Rotor Blade Assembly P/N 47-642-117-1 - Replacement AD/BELL 47/91" indicate ADs requiring specific parts be replaced or inspected by a specified date or hours‑in‑service interval.
• Modifications and retrofits: Some entries indicate modification requirements (for example, "Auxiliary Fuel System - Modification AD/BELL 47/88"; "Stewart Warner 439212 Fuel Quantity Gauge Unit - Modification or AD/BELL 47/34"). The remade ADs will set out whether modification is mandatory and the acceptable modification instructions.
• Anti‑counterfeit / bogus parts measures: The Schedule contains ADs titled "Bogus Parts - Main Rotor Grip P/N 47-120-252-11 AD/BELL 47/94", "Bogus Main Rotor Blades AD/BELL 47/95", and "Bogus Main Rotor Grip P/N 47-120-252-11 AD/BELL 47/96", which indicate duties concerning inspection, rejection, and reporting of suspect or counterfeit components.
• Consolidation and supersession: The Schedule includes "Consolidation of Certain Early Airworthiness Directives - Older Model Bell 47 AD/BELL 47/86 Amdt 2", and many entries are annotated as "CANCELLED - Superseded by AD/BELL 47/86". Those entries show that consolidated ADs (for earlier models) have superseded numerous prior ADs. The remade instruments will reflect which directives are current and which have been cancelled or superseded.

Rights and procedural points:

• Right to precise instrument text: Because the Note says each attached AD is re‑made in the same form as the latest published edition, parties have the right to rely on the attached instruments for the exact operative text. Practitioners must consult the attached ADs (the instrument remakes them as separate instruments and attaches them) to determine precise compliance requirements.
• Right to certainty of citation: By remaking each AD as a separate instrument, the ADs will have clear instrument status and separate citation references (AD number and amendment), aiding legal certainty as to which text applies.
• No express remedial or appeal rights are set out in the revocation/remaking instrument itself. The instrument does not specify appeal or dispensation processes; such procedures, if any, would be in other regulatory provisions not included in this text. The only procedural legal authority cited is subregulation 39.001(1) of the Civil Aviation Safety Regulations 1998, under which the delegate acted.

Operational consequences for duties:

• Owners/operators must identify which remade ADs apply to their aircraft variants and serial numbers and then implement the inspections/replacements/retirements/modifications specified in those remade ADs.
• Suppliers and maintenance providers must ensure that parts subject to ADs (including rejected/bogus parts) are tracked and that any required modifications or replacements are carried out in accordance with the remade AD instrument text.

In summary, the key duties and rights that matter to affected parties are contained in the remade ADs attached to this instrument. The titles and AD numbers in Schedule 1 indicate the content areas (inspections, retirements, replacements, modifications, bogus parts) and show that the remaking preserves the latest published operative content for each AD.

The revocation/remaking instrument itself does not include explicit penalty provisions or enforcement mechanisms within its text. It records the delegate's statutory basis (subregulation 39.001(1) of the Civil Aviation Safety Regulations 1998) and performs the mechanical act of revoking and remaking the listed ADs (opening paragraph). The instrument’s Note confirms that each attached AD is re‑made in precisely the same form as the latest published edition, implying enforcement will follow from the operative terms of those attached AD instruments.

What can be said from the content provided:

• The instrument creates or reissues the operative AD instruments that will govern required technical actions (inspections, replacements, life limits, etc.) for Bell 47 helicopters. Enforcement and penalties for non‑compliance, if any, will derive from the regulatory framework under which ADs are issued (the Civil Aviation Safety Regulations 1998) and from the operative language of each remade AD. The revocation/remaking instrument does not restate enforcement provisions.
• The Schedule lists ADs addressing safety‑critical items (main rotor blades, tail rotor blades, gearboxes, bearing life limits, critical component retirement lives, bogus parts). Non‑compliance with those ADs typically exposes owners/operators and maintenance organisations to regulatory enforcement actions under the broader aviation safety regulatory regime; however, the instrument itself does not enumerate specific sanctions, enforcement processes, or infringement penalties.

Practical enforcement implications to observe (grounded in the document’s structure):

• Remaking ADs as separate instruments clarifies the legal instrument that inspectors and enforcement officers would rely on. That may improve administrative enforceability by providing discrete, separately numbered instruments for each AD.
• The presence of cancellation and supersession annotations in Schedule 1 (for example, multiple entries annotated "CANCELLED - Superseded by AD/BELL 47/86") indicates that some earlier ADs have been replaced. Enforcement authorities will need to rely on the remade AD text attached to this instrument to determine which ADs remain operative and which have been cancelled.
• The instrument gives the delegate authority to manage the catalogue of ADs, but it does not itself provide procedural details for enforcement, such as infringement notice regimes, remedial orders, or administrative appeals. Those procedural mechanisms, if present, will be found elsewhere in the Civil Aviation Safety Regulations or related regulatory instruments not reproduced here.

For compliance officers and defence counsel: the operative question for enforcement is which remade ADs are attached and what specific obligations and deadlines they impose. Because the revocation/remaking instrument remakes them "in exactly the same form as appears in the latest published edition" (Note), the attached ADs will contain the operative enforcement hooks (deadlines, mandatory actions and any specified consequences). Practitioners should consult the texts of the remade, attached ADs to identify any explicit enforcement language and, separately, the Civil Aviation Safety Regulations 1998 for the statutory enforcement framework referenced by the delegate’s authority.

The instrument operates within the regulatory framework of Australian civil aviation by invoking a specific regulatory provision: subregulation 39.001(1) of the Civil Aviation Safety Regulations 1998. That is the only external legal reference contained in the document. The instrument’s interaction with other laws must therefore be inferred strictly from what the text records.

Direct statutory interaction:

• The delegate acts under subregulation 39.001(1) of the Civil Aviation Safety Regulations 1998 (opening paragraph). This reference identifies the statutory authorisation for issuing ADs and for the administrative act of revocation/remaking. The revocation/remaking instrument is therefore a product of the Civil Aviation Safety Regulations regime; any enforcement, amendment, review, or legal challenge that relates to these ADs likely interacts with the CASR framework via the authority cited.

Interaction with prior ADs:

• Schedule 1 contains many entries annotated "CANCELLED" and several noting "CANCELLED - Superseded by AD/BELL 47/86". Those annotations indicate a temporal and hierarchical relationship among ADs: earlier ADs have been superseded or cancelled by later directives, in particular AD/BELL 47/86 (and its amendments). The revocation/remaking instrument lists those cancelled/superseded ADs in the Schedule and remakes each AD in its latest published edition. The practical legal interaction is that the remade ADs will reflect the current state of the AD corpus, including which ADs have been superseded and which remain operative.

Interaction with parts and manufacturer documentation:

• Several Schedule entries include part numbers and reference to modifications and specific component retirement lives (for example, "Rotor Counterweight Bracket P/N 47-110-287-9 - Life Limitation - AD/BELL 47/27"; "Main Rotor Hub Core P/N 47-120-117-1 AD/BELL 47/72 Amdt 2"). These ADs typically interact with manufacturer service bulletins, maintenance manuals and parts catalogue information when determining compliance actions. The remade ADs, being in the same form as their latest published editions, will presumably refer to the relevant manufacturer documents; however, those cross‑references are inside the remade AD texts attached and are not reproduced here.

Interaction with recordkeeping and certification obligations:

• Because ADs impose continuing airworthiness obligations, they interact operationally with other legal requirements for maintenance release, aircraft logbook entries and certification of maintenance tasks. The remade ADs attached as separate instruments will be the direct source of the obligations; the revocation/remaking instrument itself does not restate how it interacts with logbook or certificate obligations, but practitioners should treat the remade ADs as part of the set of legal instruments that determine continuing airworthiness compliance under the CASR regime.

Absence of express cross‑references to other statutes or regulatory regimes:

• The instrument does not cite other Commonwealth laws, state laws, or international treaties. Any interaction with criminal law, contract law, tort law, workplace health and safety law, or customs/import controls (relevant to bogus parts) is not stated in this document. Where those interactions exist in practice, they will arise from the operative content of the remade ADs and from the broader legal frameworks outside this instrument.

In sum, the instrument’s legal interactions are with the Civil Aviation Safety Regulations 1998 by authority of subregulation 39.001(1), with the existing corpus of ADs (via cancellation and supersession annotations), and with the manufacturer/parts documentation that the remade ADs will reference. For full picture, practitioners must read the remade AD texts attached and the CASR provisions referenced to determine procedural rights, enforcement pathways and cross‑regulatory effects.

The revocation/remaking instrument itself records a single amendment event: on 20 December 2004, David Alan Villiers, as delegate of CASA, revoked and re‑made the listed ADs for Bell 47 helicopters (signature and date). The instrument does not provide a prior instrument history for itself; it functions as an administrative reissuance of a set of ADs.

However, Schedule 1 documents the amendment history of the individual ADs by showing amendment numbers and cancellation/supersession annotations. Relevant observations from the Schedule:

• Multiple ADs are listed with amendment numbers, indicating prior amendments before the remaking event. Examples include "Retirement Life - Critical Components AD/BELL 47/61 Amdt 23", "Main Rotor Mast Thrust Bearing AD/BELL 47/32 Amdt 2", "Main Rotor Blade Grips AD/BELL 47/92 Amdt 5". These amendment notations demonstrate that the referenced ADs have undergone multiple prior amendments, and the remaking process preserves the current amendment state by remaking them "in exactly the same form as appears in the latest published edition" (Note).

• Numerous entries are annotated "CANCELLED" or "CANCELLED - Superseded by AD/BELL 47/86" (for example, AD/BELL 47/2 through AD/BELL 47/16, AD/BELL 47/19-21 et cetera). The repetition of this annotation shows a consolidation dynamic: many early ADs were superseded by a consolidation AD (AD/BELL 47/86 and its amendments), itself listed ("Consolidation of Certain Early Airworthiness Directives - Older Model Bell 47 AD/BELL 47/86 Amdt 2"). The amendment history therefore includes consolidation steps where multiple ADs were collapsed into a later, consolidated AD.

• Some ADs are explicitly recorded as cancelled without further supersession annotation (for example, "CANCELLED AD/BELL 47/70 Amdt 1", "CANCELLED AD/BELL 47/74"). The presence of such cancellations indicates past amendment decisions to remove certain ADs from active status. The remaking instrument lists these cancelled ADs in the Schedule; the attached remade ADs will show their latest published status, which may be cancelled or superseded.

• A number of ADs have several amendments listed in their titles (for example, AD/BELL 47/61 Amdt 23), indicating a layered history of technical requirement updates over time. The remaking event preserves those amendment histories by reissuing the ADs in their latest published forms.

• The Note accompanying the instrument is itself an amendment‑preserving statement: it affirms that the remade ADs will be identical to their latest published editions. That means the remaking is not intended to alter the amendment content, but to change the instrument format (separate stand‑alone instruments).

No other dates, successive instruments, or formal amendment procedures are recorded in this instrument beyond the delegate’s signature date and the amendment notations within Schedule 1. Any earlier or later changes to these ADs, including subsequent amendments or revocations after 20 December 2004, are not recorded here and must be checked against the CASA AD register or the specific attached AD texts.

For practitioners tracking amendment history, the Schedule provides the AD numbers and amendment indexes that are the necessary pointers for locating prior versions and amendment trails, but the instrument does not reproduce the amendment logs themselves beyond these identifier tags and cancellation/supersession annotations.

The instrument contains no record of litigation, legal proceedings, judicial review, or appeals related to the revocation and remaking of these ADs. There are no cases, court decisions, or tribunal actions cited in the text. The document is an administrative instrument effecting revocation and reissuance of ADs and does not include any mention of legal challenges or court determinations.

Accordingly, based solely on the text provided:

• There is no litigation history recorded in this instrument.
• There are no references to judicial interpretations of the ADs, to disputes over their validity or application, or to enforcement litigation arising from them.

If litigation history is relevant for risk assessment or compliance strategy, practitioners must consult court databases, tribunal records, or CASA adjudicative records outside this document, because the instrument does not supply any litigation or dispute history.

The text supplies several practical points where misreading or inadequate cross‑checking could produce compliance risk. These are concrete, document‑grounded cautions.

1. Remaking vs cancellation confusion: The Schedule lists many ADs annotated "CANCELLED" and "CANCELLED - Superseded by AD/BELL 47/86". At the same time, the instrument revokes and remakes the ADs listed in Schedule 1 and attaches them "in exactly the same form as appears in the latest published edition of the Directive" (Note). Practitioners must not assume that every AD listed in Schedule 1 imposes an active obligation; the attached ADs will show whether a given AD remains active, has been cancelled, or has been superseded. The Schedule alone is an index; the attached AD text is the operative source.

2. Amendment numbering matters: Many entries include amendment identifiers (for example, "AD/BELL 47/61 Amdt 23", "AD/BELL 47/92 Amdt 5", "AD/BELL 47/72 Amdt 2"). Compliance depends on applying the correct amendment version to a given aircraft. Relying on an outdated amendment or failing to check the remade instrument’s amendment level risks applying incorrect intervals, retirement lives, or part numbers.

3. Part numbers and component specificity: Several AD titles reference specific part numbers ("P/N 47-110-287-9", "P/N 47-120-117-1", "P/N 47-120-252-11", "P/N 47-642-117-1"). A superficial reading that treats an AD as applying to a generic component could miss a narrow part‑specific requirement. Practitioners must confirm that the remade AD’s applicability language matches the specific P/N and serial numbers of the components in their aircraft.

4. Bogus parts entries: The Schedule contains ADs titled "Bogus Parts - Main Rotor Grip P/N 47-120-252-11" and "Bogus Main Rotor Blades". Those ADs often require traceability checks, rejections, and reporting. If a maintenance organisation treats those entries as general advisories rather than mandatory ADs, it could fail obligations that the remade ADs impose. The attached text must be consulted to know whether reporting obligations, mandatory removals or grounding actions are required.

5. Consolidation and supersession complexity: The Schedule shows many earlier ADs superseded by AD/BELL 47/86 (a consolidation AD), and that AD/BELL 47/86 itself has amendments ("Consolidation of Certain Early Airworthiness Directives - Older Model Bell 47 AD/BELL 47/86 Amdt 2"). Where multiple ADs have been consolidated, a compliance practitioner must map which earlier ADs’ requirements persist, which were absorbed and retained in consolidated form, and which were cancelled. Relying on an older AD number without recognising its supersession could produce both over‑compliance and under‑compliance risks.

6. Instrument form change: The remaking of ADs as "separate instruments" alters where to look for obligations, each AD will be a standalone instrument rather than appearing only in a consolidated list. Failure to find the remade ADs in their new separate form could lead to the mistaken belief that the obligations disappeared. The Note asserts identity of content, but practical accessibility and citation will change.

7. No enforcement language in this instrument: Because this instrument does not set out penalties or enforcement steps, a reader might mistakenly conclude there are no enforcement consequences. In fact, enforcement provisions will be in the regulatory framework and in the remade ADs themselves. Do not treat the absence of enforcement language here as an absence of enforceability.

8. Date and signature as the operative administrative action: The instrument is dated 20 December 2004 and signed by the delegate. Some may assume the remade ADs became effective on the signature date; while that is likely, precise effective dates and compliance timeframes are set out in the attached AD texts. Check the attached instruments for effective dates and compliance deadlines.

9. Scope: The Schedule heading states "Bell Helicopter Textron 47 (All Variants) Series Helicopters". Do not assume uniform applicability across all serial numbers or sub‑variants: ADs often contain variant or serial number filters. The title indicates the general fleet, but applicability is determined by the remade AD content.

10. Recordkeeping and audit trail: Because ADs have been reissued as separate instruments, organisations must update their continuing airworthiness records, maintenance documentation and compliance checklists to reference the remade instrument citations (AD/BELL 47/xx and amendment level). Failure to update records to the remade instrument citation can create issues in audit or enforcement contexts.

Each of these "gotchas" is a direct corollary of the information recorded in the instrument: the procedural remaking, the Note affirming identical text to latest published edition, the presence of cancellations and supersessions in the Schedule, and the part‑specific and topic‑specific AD titles. Practitioners should treat the Schedule as an index and the attached, remade ADs as the binding operative documents.

Because the revocation/remaking instrument reissues the listed ADs "in exactly the same form as appears in the latest published edition of the Directive" (Note), compliance requires obtaining and following the full text of each re‑made AD attached as separate instruments. Practical steps grounded in the document’s structure:

1. Locate the remade AD instruments: Use the AD numbers and titles in Schedule 1 to find the attached remade ADs that have been issued as separate instruments. The Schedule provides the identifiers (AD/BELL 47/xx and amendment numbers) necessary to locate the exact instrument text. The Note confirms the remade AD content is identical to the latest published edition.

2. Confirm applicability to individual aircraft: For each remade AD, read the "Applicability" or equivalent section in the attached text to determine whether it applies to a particular Bell 47 variant, serial number or component P/N. The Schedule shows general fleet coverage ("all variants") but many ADs are part‑specific or variant‑restricted (see P/N references in Schedule 1). Apply only those ADs relevant to the aircraft in question.

3. Extract operative requirements and timelines: The remade ADs will specify the required actions (inspections, life limits, replacements, modifications), methods, and compliance timeframes. Record these requirements in maintenance programs and schedule inspections/replacements in line with the AD deadlines. Do not rely on the Schedule titles alone for these details.

4. Update maintenance documentation and records: Once the remedial actions and deadlines are identified, update logbooks, continuing airworthiness records, work cards and compliance checklists with the remade AD citation (AD number and amendment). Because the instrument remakes ADs as separate instruments, ensure the new instrument citation is used in records to maintain audit trail and prove compliance.

5. Manage parts and bogus‑part controls: Where remade ADs address counterfeit or bogus parts (as indicated by Schedule entries such as AD/BELL 47/94-96), implement the AD’s required part traceability checks, rejection procedures and reporting obligations. Verify that parts installed conform to the P/Ns and source requirements specified in the ADs.

6. Coordinate with certificated maintenance organisations: Where ADs require specialised modifications, replacements or inspections, ensure tasks are assigned to appropriately rated maintenance organisations or certifying engineers, and that release paperwork reflects compliance with the remade AD instrument.

7. Consider grounding and immediate action clauses: Some ADs impose immediate grounding or immediate action if certain conditions are found. Because the remade ADs will contain the exact operative instructions, practitioners must check for any "mandatory immediate action" language and be prepared to ground aircraft or remove parts immediately where required.

8. Audit existing compliance status against remade ADs: Because many earlier ADs were superseded or cancelled (see numerous "CANCELLED - Superseded by AD/BELL 47/86" annotations), perform a compliance gap analysis comparing current maintenance status against the remade AD texts to identify any outstanding life limits or deferred actions that now require completion.

9. Keep amendment and supersession history: Use the amendment notations in Schedule 1 as a cross‑check to ensure that the remade AD’s version is the applicable one. For example, if a maintenance action was performed against an earlier amendment, verify whether the remade AD retains, modifies or cancels that requirement.

10. Retain documentary evidence of compliance: For audit and enforcement defence, maintain copies of the remade AD instruments and the records showing the work performed, dates, parts used (including part numbers and serials), and release authorisations. Because the remade ADs are separate instruments, ensure those specific instrument citations are included in the evidence.

11. Monitor for subsequent AD changes: This instrument reflects the status as of 20 December 2004. ADs are living instruments. Establish a monitoring process to capture later amendments, cancellations or supersessions to AD/BELL 47 series instruments issued after the remaking event.

12. Seek clarification where necessary: If the remade AD’s text is ambiguous in respect of applicability, compliance method or compliance timeframes, raise the issue with the responsible CASA delegate or authorised person as per the regulatory framework under which subregulation 39.001(1) operates. The revocation/remaking instrument itself does not set out appeal or dispensation procedures.

Complying therefore requires treating the revocation/remaking instrument as an administrative reissue and relying on the attached remade AD texts for substantive obligations. The practical compliance burden falls on owners/operators and maintenance organisations to map, schedule, execute and record the specific inspection, replacement and modification tasks set out in the attached instruments.
