What it does
The instrument Airworthiness Directives 2004 - Revocation and Remaking - Beagle B121 (Pup) Series Aeroplanes was made on 20 December 2004 by David Alan Villiers as delegate of the Civil Aviation Safety Authority. Acting under subregulation 39.001(1) of the Civil Aviation Safety Regulations 1998, the delegate revokes the Airworthiness Directives mentioned in Schedule 1 and makes each as a separate instrument. Schedule 1 identifies thirty one directives applicable to Beagle B121 (Pup) Series Aeroplanes. These include AD/BEA 121/1 Fuel Tank Modification - CANCELLED, AD/BEA 121/2 Rudder Control Torque Tubes, AD/BEA 121/3 Engine Bearers, AD/BEA 121/4 Dual Throttle Control, AD/BEA 121/5 Rudder Control Lever Assembly P/N BE 45.10193 Amdt 1, AD/BEA 121/6 Fuel Tank Non-Return Valves, AD/BEA 121/7 Elevator Torque Tubes Amdt 1, AD/BEA 121/8 Rudder Control Torque Tubes Amdt 3, AD/BEA 121/9 Bonding Points, AD/BEA 121/10 Rudder Drain Hole, AD/BEA 121/11 Fuel Tanks, AD/BEA 121/12 Front Seat Restraint Installation, AD/BEA 121/13 Internal Door Lock Operating Handle, AD/BEA 121/14 Fuselage/Mainplane Attachments Amdt 3, AD/BEA 121/15 Flap Actuating Lever Assemblies, AD/BEA 121/16 Fuselage/Mainplane Attachments Amdt 1, AD/BEA 121/17 Nosewheel Steering Mechanism, AD/BEA 121/18 Rudder Control Lever, AD/BEA 121/19 Rudder Pedal Anchorages, AD/BEA 121/20 Throttle Cable Assembly, AD/BEA 121/21 Nose Undercarriage and Rudder Control System, AD/BEA 121/22 Wing Spar Web Amdt 1, AD/BEA 121/23 Engine Mounting Structure, AD/BEA 121/24 Fuselage Angle, Diaphragm and Flange at Tailplane Spar Attachments, AD/BEA 121/25 Control Rod End Fittings, AD/BEA 121/26 Rudder Control Tube Bolt, AD/BEA 121/27 Control Column Handgrips Amdt 2, AD/BEA 121/28 Wing to Fuselage Main Spar Attachment Fitting, AD/BEA 121/29 Aircraft Fatigue Life, AD/BEA 121/30 Brake Torque Tube Assembly, and AD/BEA 121/31 Main Spar Doubler at Main Landing Gear Attachment and Wing to Fuselage Amdt 1. The instrument includes a note stating that each attached Airworthiness Directive is being re-made in exactly the same form as appears in the latest published edition of the Directive. This revocation and remaking occurs within the framework of the Civil Aviation Act 1988. Section 98 of that Act provides that the Governor-General may make regulations not inconsistent with this Act, prescribing matters required or permitted by this Act to be prescribed, prescribing matters necessary or convenient to be prescribed for carrying out or giving effect to this Act, and for the purpose of carrying out and giving effect to the provisions of the Chicago Convention relating to safety. Section 98 further permits regulations in relation to safety of air navigation within a Territory or to or from a Territory, and in relation to safety of air navigation being regulations with respect to trade and commerce with other countries and among the States. The instrument therefore represents a specific exercise of delegated regulatory power to maintain airworthiness standards for the identified aircraft series.
