Plain English Summary

1/10 complexity

This document is a Proclamation—a formal notice from the Governor-General that acts as the "start button" for another law.

What it does:

Fixes 30 July 2004 as the date when the bulk of the Agricultural and Veterinary Chemicals Legislation Amendment (Name Change) Act 2004 takes effect
Specifically activates items 1 to 459 of Schedule 1 to that Act (covering the majority of the renaming provisions)

Why it matters: Parliament passed the name-change law, but it needed this Proclamation to actually switch it on. Without this document, the renaming of government agencies and regulatory bodies (likely changing from the old "National Registration Authority" to the "Australian Pesticides and Veterinary Medicines Authority") would remain in limbo. This tells farmers, chemical companies, and public servants: "The new names officially apply from 30 July 2004."
