Plain English Summary

1/10 complexity

What it does: These regulations set out how voting works at meetings of the Advisory Councils for North Australia and Central Australia.

Who it affects: Members of these two Advisory Councils (bodies established under the Northern Australia Act 1926 to advise on administration of the territories).

Key rules:

One person, one vote: Every member at a meeting can vote on any question.
Majority wins: If members disagree, the opinion with the most votes prevails.
Chair breaks ties: The Government Resident (or whoever is chairing) gets a normal vote like everyone else. If votes are tied, they get a second "casting vote" (a tie-breaker) to decide the matter.

Why it matters: These simple rules ensure the Advisory Councils can make clear decisions when they meet, avoiding deadlocks by giving the Chair a tie-breaking power.
