23 Appointment of panel (1) On receipt of an application for review under section 22, the Minister shall constitute a panel which shall consist of: (a) a chairperson who is a lawyer; and (b) 2 other persons (one of whom shall be a person who is an employee within the meaning of the Public Sector Employment and Management Act 1993 who is employed in the Department) who, in the opinion of the Minister, are qualified and have relevant experience in the field of social work, psychology or child welfare. (2) A member of a panel shall be appointed by instrument in writing in accordance with subsection (1) in respect of a particular application for review and that appointment shall be automatically terminated on the completion of its inquiry in respect of that review.
