23 Appearance
(1) In a proceeding commenced as an action in rem, the time within which an appearance by a party to the proceeding must be filed is 21 days after service of the initiating process on the party. (2) An appearance must be in accordance with Form 9. (3) A copy of the appearance must be served on the other parties to the proceeding of whose address for service the party has notice.
