What it does
This Airworthiness Directive (AD/WILGA/4 , 8/2005 TX) mandates inspection and remediation of a specific component of the elevator control system on PZL-104 (Wilga) aeroplanes. Mechanically, it requires an inspection of the elevator control system rotational control rod, part number (PN) WM261610, to confirm that the adjustment fork end is correctly secured with a safety nut. If the adjustment fork end is secure, the person performing the inspection must record the outcome in the aircraft maintenance log. If the adjustment fork end is not appropriately secured (the safety nut is loose or not tightened), the AD requires three actions: secure the adjustment fork end by way of pal-nut tightening; check and, if necessary, adjust the control system and elevator deflection angles; and report the findings to the aircraft manufacturer. For aeroplanes with dual control systems, rotational control rods on both controls must be inspected.
The AD sets the compliance timing for these mechanical actions. The primary inspection (Requirement 1) must be carried out "before further flight, after the effective date of this Directive." If the fork end is correctly secured, the logbook entry in Requirement 2 satisfies the AD. If remedial work is required under Requirement 3 (a and b), each of those remedial steps also must be completed "before further flight" following completion of Requirement 1; the reporting requirement (Requirement 3(c)) must be completed "following completion of Requirement 1." The instrument becomes effective on 14 June 2005 and cites the Polish Civil Aviation Office AD Number SP-0004-2005-A dated 17 May 2005 as a reference.
The AD states the safety rationale: an accident occurred when an adjustment fork end became loose, producing decoupling and blockage of the control system; the Requirements are described as addressing this "identified unsafe condition." The instrument is signed by a delegate of the Civil Aviation Safety Authority (James Coyne) and includes the procedural picture and phrasing for mandatory maintenance action, record-keeping and manufacturer notification.
