What it does
This instrument is an Airworthiness Directive (AD) directed at specific Honeywell International turbine engines of the TPE331 series. Mechanically, it obliges operators of the listed engine models fitted with third stage turbine stator assemblies Part Number (P/N) 868379-1 or 868379-3 to carry out two actions. First, inspect the third stage stator assemblies in accordance with Honeywell Alert Service Bulletin (ASB) TPE331-A72-559, "as in force from time to time" (Requirement). Second, re-identify third stage stator assemblies with P/N 868379-1 in accordance with Honeywell ASB TPE/TSE331-A72-0384, again "as in force from time to time" (Requirement). Compliance for those actions is required at the next access to the affected part, or within 200 cycles after the commencement date of this AD, whichever occurs first (Compliance). The AD commences on 27 August 2021 (Compliance).
The AD narrows applicability to engines in the Honeywell (formerly AlliedSignal/Garrett/AiResearch) TPE331 family listed by model numbers: TPE331-1, -2, -2UA, -3U, -3UW, -5, -5A, -5AB, -5B, -6, -6A, but only where a third stage turbine stator assembly P/N 868379-1 or 868379-3 is fitted (Applicability). The instrument expressly references United States FAA Airworthiness Directive 93-05-09 as the basis for the AD (Note 1). It also flags that replacement intervals for third stage turbine stators are governed by CASA AD/ENG/7 and by the latest Honeywell Service Bulletin TPE/TSE331-72-0019 "Service Life Limits" (Note 2). Where a stator’s cycle count is unknown, the directive prescribes a conversion: multiply total component hours in service since new by 1.5 to establish component cycles (Note 3).
The AD has been amended: original issuance imposed inspection, re-identification and replacement; Amendment 1 reduced life limits; Amendment 2 removed a replacement requirement and referred removal/replacement to AD/ENG/7; Amendment 3 (this document) removes obsolete references and makes editorial updates (Background; signature and date 12 August 2021). The document is issued by the Delegate of the Civil Aviation Safety Authority (David Punshon) (signature block).
