What it does
This Airworthiness Directive (AD/TFE 731/34) imposes a mandatory replacement of certain low pressure (LP) 1st and 2nd stage turbine rotor discs on Honeywell International Inc. (formerly AlliedSignal Inc. and Garrett Turbine Engine Co.) TFE731 2 and 3 series turbofan engines. The directive applies specifically to discs with part numbers listed (3072069 All, 3072070 All, 3072351 All, 3072542 All, 3073013 All, 3073014 All, 3073113 All, 3071114 All, 3074103 All, and 3074105 All) and with serial numbers that appear in Tables 1, 2, or 3 of Honeywell International Inc. Service Bulletin No. TFE731 72 3682, dated 26 November 2002, where those discs were initially installed as new parts before 1 April 1991. The directive requires four distinct actions. First, for TFE731 2 2J, TFE731 2 2N, TFE731 2A 2A, and TFE731 3 1J engine models, discs listed in Tables 1 and 3 of the Service Bulletin must be replaced. Second, for other TFE731 2 series engines (excluding those three variants), discs listed in Tables 1 and 2 must be replaced. Third, for other TFE731 3 series engines (excluding TFE731 3 1J), discs listed in Table 3 must be replaced. Fourth, after the effective date of 1 September 2005, no LP 1st or 2nd stage turbine rotor disc with a serial number listed in any of the three tables and determined to have been manufactured before 1 April 1991 may be installed on an engine. The directive defines “access to the turbine discs” as the level of disassembly that has removed the tie shaft nut, a critical definition that determines when certain compliance times are triggered. The directive also cross references FAA AD 2005 13 07 Amendment 39 14143, indicating it adopts a United States Federal Aviation Administration airworthiness directive into Australian law. The stated background is that the directive results from a report of an uncontained failure of an LP 2nd stage turbine rotor disc that led to an in flight engine shutdown. The directive is intended to prevent LP turbine rotor disc separation, which could cause an uncontained engine failure and damage to the aeroplane.
